- Provide technical guidance in the design, implementation, monitoring, and evaluation of programs and field projects. Serve as subject matter expert and Lead in assigned functional area.
- Develop and maintain relationships with government officials, local communities and other organizations to establish and promote programming in assigned functional area.
- Identify and develop proposals for grant-funding opportunities to support programming of functional area. Work with senior program management staff in the development of proposals to secure funding. Provide technical training to field and headquarters personnel assigned to programs supporting specific functional area initiatives. May be deployed to project site for performing needs assessment, monitoring, and evaluating program.
- Formulate and develop policies supporting the organization's initiatives regarding the programming of functional area.
- Provide direct supervision to assigned functional advisors. Leads assigned programs to include directing and coordinating program activities and personnel. May contact and manage additional technical advisors to conduct assessments, establish baseline data and perform program monitoring.
Scope: Individual contributor and acknowledged technical expert both within the organization as well as within other organizations. Typically participates in industry/knowledge reference groups. Involves mastery of a specialized discipline and thorough understanding of a number of disciplines. May also require development of new solutions for complex projects.
WHAT YOU NEED TO SUCCEED
- Bachelor's degree required. May require Masters or other post-graduate education depending upon technical knowledge required to perform duties for specific position. May require specific professional certification depending upon functional expertise required.
- Minimum 10 years of related experience or equivalent combination of education and related experience required.
- Management Experience: N/A
- Skills & Abilities: May require fluency in second language. May require the ability to obtain a government security clearance. Strong organizational and problem solving skills, and the ability to work independently and under pressure are required. Effective verbal and written communication skills are required. Excellent computer skills required. Ability to work on a team.
- Travel: Travel may be required.

Physical Requirements: Physical requirements are those present in normal office environment conditions. Operational flexibility is required to meet sudden and unpredictable needs. Ability to use a personal computer, applicable software, and office equipment for sustained periods of time. May include sitting for long periods of time, driving a vehicle, and working under challenging conditions.
