Director Of Planning, Program Design And Integration

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations (CBOs) to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD's initiatives include COMPASS, the City's comprehensive afterschool system, Beacon Community Centers, adult and youth literacy programs, youth employment programs, services for runaway and homeless youth, community safety programs, and community development programs. DYCD also collaborates with other City agencies on a range of mayoral initiatives to improve City services and ensure greater opportunities for minority and immigrant youth and families. This role would be situated within the Bureau of Planning, Program Integration, and Evaluation (PPIE). PPIE was established to lead DYCD's efforts to transform the agency from three co-located organizations to one agency focused on providing an integrated network of neighborhood-based high-quality services to New Yorkers. PPIE's mission is to drive growth, impact, and innovation to make DYCD, its programs, and CBOs more effective. PPIE designs tools, builds processes and shapes policies to elevate the implementation of best practices and data-informed decision-making both internally and externally. PPIE supports continuous improvement through providing capacity building and training to DYCD staff and providers; analyzing and elevating data and community voices; increasing funding for innovation and expansion; and developing centralized approaches and systems to support a unified vision for DYCD. PPIE's core functions have evolved over time into five robust centers of excellence: Office of Analytics, Performance Management, and Reporting Office of Capacity Building and Professional Development Office of Planning, Program Design and Grant Development Office of Evaluation Office of System Integration. This role would oversee the program design and planning team and integration efforts within the Office of Planning, Program Design and Grant Development, which performs program and policy research to develop program models, agency-wide policies and best practices for DYCD based on stakeholder feedback, internal data, research, and evaluation. Reporting to the Senior Director of PPIE, the Director of Planning, Program Design and Integration will assume the below responsibilities.

Program Design

Lead program design development processes for all program areas across DYCD, including afterschool and out-of-school programs such as COMPASS. Develop and integrate human-centered design approaches such as journey mapping, root cause analysis into agency-wide, program design processes. Facilitate meetings with multiple units to create and/or revise program goals, requirements, policies, and procedures. Draft RFPs, concepts papers, and other procurement documents for multiple units across the agency. Coordinate with program and fiscal teams to develop budgets for programs and initiatives Liaise with DYCD leadership and external oversights to create explanations and justifications for new program models and program model changes Draft criteria and rating guides for the evaluation of proposals received in response to RFPs.

Planning

Lead the development and implementation of stakeholder engagement processes to inform program design. Obtain and analyze qualitative and quantitative data (e.g., stakeholder feedback, internal data systems, literature on best practices, evaluations of programs, site visits etc.) to design and plan programs and refine as part of a Continuous Quality Improvement (CQI) process.

Communication

Prepare high-level reports, presentations, and policy briefings for leadership, elected officials, and oversight bodies. Create user-friendly materials summarizing program models and policies for Community-Based Organizations and the general public.

Program Integration

Support the integration of new programs into DYCD's ecosystem of services, including new COMPASS programs. Develop and update agency-wide policies, standards, frameworks, toolkits, and other best practices to foster consistency and incorporate emerging best practices, learning, and innovation across program areas. Create and implement training plan for DYCD staff and CBOs on agency-wide policies, standards, toolkits, frameworks, toolkits and other best practices, starting with COMPASS. Coordinate community planning processes in coordination with relevant programmatic units.

Management

Set and track team priorities and goals and align to agency priorities. Develop processes and templates for team deliverables as needed. Actively maintain connections to all PPIE teams to understand the priorities and projects of the Bureau, leverage Bureau expertise, and intentionally represent the Bureau across projects. Sets clear goals and expectations for team members by defining roles, responsibilities, and performance metrics during onboarding and ongoing performance reviews and adjust based on team capacity. Additional tasks including reviewing and rating proposals, assisting with grant-writing, participating in workgroups with other units and divisions within DYCD, and interacting with other City agencies to coordinate joint initiatives.
