Product Manager
Leidos has an opening for a Product Manager supporting Microsoft Azure capabilities within the U.S. Air Force Cloud One Architecture & Common Shared Services (ACSS) program. Under Cloud One ACSS, the Leidos team delivers enterprise cloud architecture, foundational shared services, secure platform engineering, and standardized cloud capabilities enabling mission systems across the Department of the Air Force. The Azure Product Manager will define and manage the lifecycle of enterprise Azure architecture and common shared services supporting DoD Impact Levels (IL2–IL6). This role ensures Azure environments are secure, scalable, interoperable, and compliant with DoD cloud strategy, Zero Trust architecture, and enterprise governance mandates. You will collaborate with Cloud Architects, cybersecurity engineers, DevSecOps engineers, other service providers, and Air Force stakeholders to deliver standardized Azure capabilities that accelerate mission onboarding while maintaining compliance, performance, and fiscal discipline. Ideal candidates will have the ability to travel to the Tewksbury, MA area as needed.
Primary Responsibilities:
- Enterprise Product Strategy & Architecture Alignment
- Define and maintain the product vision and roadmap for Azure enterprise architecture and shared services within Cloud One ACSS.
- Align Azure capabilities with Department of the Air Force Cloud Strategy, DoD Enterprise Cloud initiatives, and Zero Trust Architecture.
- Establish standardized architectural patterns for multi-subscription and multi-tenant Azure environments.
- Ensure interoperability and functional requirements parity across CSP products, and hybrid cloud environments.
Common Shared Services Enablement Support lifecycle management of foundational Azure shared services including:
- Azure Active Directory / Entra ID integration.
- Role-Based Access Control (RBAC).
- Centralized logging and monitoring (Azure Monitor, Log Analytics).
- Key management and encryption (Azure Key Vault).
- Container platforms (AKS).
- Networking architectures (Virtual Networks, ExpressRoute, Azure Firewall).
Cloud Security, Governance & Compliance
- Ensure Azure services comply with RMF, FedRAMP High, DoD SRG, and DISA STIG requirements.
- Support architecture compliance across IL2–IL6 environments.
DevSecOps & Platform Engineering Integration:
- Collaborate with platform engineering teams to implement Infrastructure as Code using Terraform, Bicep, or ARM templates.
- Support hardened Azure landing zones and subscription provisioning automation.
- Enable secure CI/CD integration leveraging existing tools and processes.
- Champion automation-first architecture deployments aligned with DoD Enterprise DevSecOps Reference Design.
FinOps & Cost Governance:
- Develop cost governance and allocation strategies across Azure subscriptions.
- Implement tagging and resource governance standards.
- Optimize enterprise spend using Azure Cost Management and Advisor tools.
- Balance mission performance requirements with fiscal responsibility and enterprise transparency.
Stakeholder Engagement & Governance:
- Serve as primary liaison between government leadership, architecture teams, cybersecurity stakeholders, and engineering organizations for Azure capabilities.
- Translate mission requirements into prioritized product backlogs and enterprise capabilities.
- Conduct executive briefings on roadmap progress, risk posture, compliance status, and cost performance.
- Participate in architecture review boards and Integrated Product Teams (IPTs).
Documentation & Enterprise Communication Develop and maintain:
- Azure reference architectures.
- Implementation guides.
- Standard operating procedures.
- Compliance and ATO documentation support artifacts.
- Ensure transparency across roadmap maturity, risk management, and service adoption metrics.
- Align documentation with Microsoft Cloud Adoption Framework and Azure Well-Architected Framework.
Basic Qualifications:
- Bachelor's degree and 12+ years of experience in cloud architecture, or enterprise IT, or a Master's with 10+ years of applicable experience.
- 5+ years of product management experience
- Active DoD Secret clearance required; Top Secret preferred.
- DoD 8570.01 IAT Level II certification required prior to onboarding.
- 5+ years of hands-on Azure experience in enterprise or DoD environments.
- Experience managing enterprise cloud platforms or shared services.
Strong understanding of:
- Azure subscription governance and management groups.
- Virtual Networks and ExpressRoute.
- Azure AD / Entra ID federation.
- AKS container orchestration.
- Azure Key Vault and encryption services.
- Experience supporting RMF and IL4/IL5 ATO processes.
- Experience operating in Agile and DevSecOps environments.
- Strong executive-level written and oral communication skills.
Required Certifications:
- Microsoft Certified: Azure Solutions Architect Expert.
- Microsoft Certified: Azure Security Engineer Associate.
- Certified Scrum Product Owner (CSPO) or equivalent.
- SAFe Product Owner/Product Manager (POPM) or Agile certification.
- Preferred Certifications:
- -Microsoft Certified: DevOps Engineer Expert.
- -Microsoft Certified: Azure Network Engineer Associate.
- -Microsoft Certified: Azure Administrator Associate.
- -ITIL v4.
- -PMP Certification.
Preferred Experience:
- Experience supporting Cloud One, Platform One, or other DoD Enterprise Cloud programs.
- Experience implementing Zero Trust architectures within Azure.
- Familiarity with Azure Government and IL5/IL6 environments.
- Experience supporting cross-domain or classified cloud architectures.
- Experience implementing enterprise observability and SLO frameworks across Azure environments.
