Odyssey Program Manager/Product Owner
Position Summary Odyssey Program Manager/Product Owner will be responsible for leading planning & execution of diverse $35M+ annual software portfolio, providing program management/product owner support to Upgraded Early Warning Radar (UEWR) Agile software development, operations, integration, and sustainment planning. MD4/4STS is currently overseeing a large Agile software development effort, focusing on improving performance across three value streams - cyber, operations, and enabling infrastructure. Odyssey team members have crucial roles as product owners, software and cyber engineers, testers, logistics, and configuration managers, all focusing on improving UEWR software capabilities. This is a full-time position at Peterson SFB in Colorado Springs, CO. Responsibilities duties include, but not limited to:
- Develop strategies and plans to enable agile software development.
- Negotiates requirements with 4STS and stakeholders. Prioritizes requirements for their specific Agile analysis/development team.
- Attends and participates in contractor Agile events, such as, but not limited to: Daily scrums, program increment/sprint planning, sprint reviews/demonstrations, and retrospectives.
- Coordinates events, such as Configuration Control Boards, Integrated Team Teams, Joint Configuration Control Boards, ensuring key stakeholders are in attendance to make decisions.
- Communicates expectations with the contractor Agile team, while communicating Agile team performance and progress with 4STS leadership.
- Coordinates with the 4STS government personnel to accept the work of the contractor Agile team.
- Develop and coordinate on design documents, requirements documents, contracts documents, enabling concepts, concepts of operations, system training plans, risk reduction strategies and recommendations, training material, test requirements, work specifications, and other technical documentation as requested to execute prototyping activities in support of Government demonstration.
- Perform design studies and analysis, performance-based design reviews, high level detailed specification and scope preparation, configuration, management and documentation control, fabrication, assembly and simulation, and modeling.
- Develop and perform technical insertions and risk reduction strategies, studies and recommendations to mitigate identified risk conditions.
- Makes recommendations and advises on system development, improvements, optimization, or support efforts.
- Develop, plan, and implement strategies and analysis for emergency/urgent depot level modifications, technology demonstrations, prototyping, and system test and evaluation activities.
- Prepare briefings, reports, informational analysis in support of 4STS systems.
- Coordinate and lead resolution of system issues, deficiencies, software bugs, etc. with prime contractors, depot contractors and other support contractors.
- Develop and maintain technical requirements documents and architecture documentation to execute UEWR programs, upgrades, system modifications and enhancements.
- Provide expertise, to include proactively identifying and resolving potential risks, to program managers at technical interchange meetings, design reviews, program conferences, technical order in-process reviews, VTCs, telecoms, working groups and informational meetings to facilitate informed decisions.
- Provide relevant input to acquisition planning activities, upgrades and modifications and studies and interface with contractor logistics support personnel and product support integrators.
- Travel to CONUS and OCONUS locations upon government direction.
Qualifications Minimum Experience Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a Secret level clearance Certification: DoD PM level III certification (or civilian equivalent) Education: Bachelor's Degree Years of Experience: 5 years of DoD PM experience. Agile software program management experience.

Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
