Senior Program Management Analyst (Planning and Design Support)
Location: San Diego, CA
Position Overview: Senior Installation Analyst shall support NIWC with afloat, submarine and ashore modernization advanced planning and installation execution for sustainment of products and implementation of new products. Map PEO C4I, NAVWAR, FRD, FIO, and NAVSEA advanced planning processes and milestones to installation execution timelines; track deliverable submissions, reviews, and approvals; recommend process improvements based on subject matter expertise with PEO C4I, NAVWAR, FRD, FIO, NAVSEA, and fleet advanced planning and installation execution processes. This also applies to Defense C2 Programs.
Key Responsibilities:
- Support the APM Installations and Planning & Design (P&D) Manager with modernization advance planning
- Map PEO C4I, NAVWAR, FRD, FIO, and NAVSEA processes to installation timelines
- Utilize and maintain installation planning databases including CAPS, SPIDER, NDE, and NTIRA
- Develop and maintain fielding plans aligned to PEO C4I Synchronized Fielding Plan (SFP)
- Identify and recommend solutions to programmatic issues related to modernization planning or installation execution
- Monitor compliance with advanced planning processes and identify issues impacting Program of Record milestones
- Develop Baseline Change Requests (BCRs) when milestones are missed
- Coordinate with different stakeholders on installation scheduling
- Maintain Installation Milestone Tracker tool for IMS development
- Support cost validation ensuring installation jobs remain within estimates
Required Qualifications:
- Master's Degree plus 10 years relevant experience or Bachelor's Degree plus 14 years relevant experience.
- Experience with Navy installation and modernization processes for afloat, submarine, and shore platforms
- Proficiency with CAPS, SPIDER, NDE, NTIRA, and Installation Milestone Tracker tools
- Understanding of PEO C4I and NAVWAR advanced planning and fielding processes
- Experience coordinating with Fleet Readiness Directorate (FRD) and Fleet Intelligence Office (FIO)
- Excellent oral and written skills.
- Excellent critical thinking skills.
- Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook.
- Ability to work independently and as a team member.
- Ability to learn and apply installation concepts to assigned duties.
- Security Clearance: Must be able to obtain and maintain the required security clearance for the position. Eligibility requirements include US citizenship.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Posted Salary Range: USD $155,000.00 - USD $175,000.00 /Yr.
