The purpose of this position is to assist the Director in overseeing the practice of engineering and land surveying (pursuant to N.C.G.S. Chapter 89C) with respect to the planning, design and construction of municipal public works and design & construction projects. This involves the application of engineering principles through licensed professional judgment to activities that potentially impact the health, safety, and welfare of the public. These services may include the provision of planning, feasibility studies, designs, design coordination, construction drawings, standards, specifications, and other technical documents. These efforts are primarily focused on oversight of the capital projects, maintenance projects, and private development. Execution of these responsibilities requires the ability to identify needs, assess priorities, allocate resources, monitor application of resources, resolve technical questions, ensure compliance with policies, prepare and monitor budgets, assess service performance, author reports, deliver presentations, supervise public relations, and manage personnel. The Assistant Director serves as a key advisor to the Director, and often serves as a senior advisor on projects throughout the department. The Assistant Director may be assigned to fulfill the duties of the Director in their absence.
Typical tasks include supervising staff, directing project design, overseeing design project management activities, preparing and administering the annual budget, identifying needs, directing project right-of-way and easement requirements, and performing other related duties as assigned.
Qualifications include a Bachelor's degree in Engineering, Planning or a closely related field and eight (8) years of progressively responsible experience in construction/project management, civil engineering, or a closely related field, including at least three (3) years of supervisory experience, or equivalent combination and education, experience and training sufficient to perform the essential functions of the position. A Professional Engineering License in the State of North Carolina or equivalent out-of-state license with the requirement to obtain a NC PE within 6 months of hire and a valid Class C Driver's License are also required.
Knowledge of civil engineering and architectural principles, construction methods, project management techniques, NCDOT standards, principles and practices of land surveying, supervisory principles and practices, and Americans with Disabilities Act design guidelines is necessary. Skills in interpersonal communication, mathematical calculations, decision-making and problem-solving are also required. Ability to interpret and apply complex rules, regulations, laws, and ordinances, deal with confidential and sensitive matters, and present before the City Council, Executive Leadership, and other internal and external stakeholders is essential.
This position is primarily office-based, utilizing standard office equipment in a climate-controlled setting and adhering to applicable safety and ergonomic guidelines. The position functions in a fast-paced, collaborative, and public-facing municipal environment, involving interaction with elected officials, employees, community members, and external partners. Attendance at evening meetings and occasional after-hours or emergency response may be required.
