Design Team Leader

The Wyoming Department of Transportation (WYDOT) is seeking a Design Team Leader in Cheyenne, Wyoming. As a Design Team Leader, you will be responsible for the development of highway designs, under limited supervision, in order to provide a safe and effective transportation system. The purpose of this job is to supervise, manage, and oversee a road design team for the purpose of developing contract plans for bidding highway construction projects statewide.

Essential functions include:

  • Responsible for developing and reviewing contract plans for highway projects; includes developing plan and profile sheets, typical sections, design cross sections, 3D models, earthworks, plan details, plan summaries, estimating quantities, and writing and reviewing contract specifications
  • Ensures projects meet current requirements of all regulatory agencies, and department design standards, policies and procedures
  • Coordination of project development with all programs involved with each project
  • Conducts plan inspections and participate at public meetings
  • Writes reports including but not limited to plan inspection reports, project reconnaissance reports, design exceptions, etc.
  • Provides oversight to engineering consultants as assigned
  • Reviews plans for compliance with standards and regulations
  • Develops project cost estimates for project programming purposes
  • Responsible for hiring, training, team development, and performance appraisals for subordinates comprised of engineers and engineering technicians
  • Manages work assignments and set priorities for the design team
  • Participates on department committees and assist with value engineering studies
  • Keep up-to-date with department and program policies and procedures
  • Prepares budget requests

Knowledge, skills, and abilities required include:

  • Knowledge of highway engineering concepts and principles, hydraulics and soils engineering practices, construction practices, latest federal and state rules and regulations such as Americans with Disability Act (ADA) design requirements, NEPA policies and procedures, etc.
  • Knowledge of WYDOT project/plan development procedures and project flow charts
  • Knowledge of personnel policies and rules
  • Knowledge and usage of the AASHTO Greenbook, AASHTO Roadside Design Guide, WYDOT Standard Specifications for Road & Bridge Construction, WYDOT Design Guides, and the WYDOT Road Design Manual
  • Management of personnel and work activities to establish work schedules and meet project deadlines, problem solving, conflict resolutions, technical writing, communications skills, time management, public speaking
  • Knowledge and use of computer and software programs such as MS Excel, MS Word, Falcon Document Management, Primavera scheduling software, department's CADD software, etc.
  • Ability to work effectively with other department programs, outside agencies, and the public
  • Analyze, solve, and give direction on both technical and nontechnical problems
  • Ability to communicate effectively through both verbal and written means to relate specific concepts and ideas to outside agencies and public partners
  • Ability to give attention to detail and work under tight, continuously changing work schedules

Minimum qualifications include:

  • Education: Bachelor's Degree (in Engineering)
  • Experience: 2-4 years of progressive work experience (in Engineering) with acquired knowledge at the level of a Project Engineer
  • Certificates, Licenses, Registrations: Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)
