Under administrative direction, to plan, organize, manage, direct and supervise the activities, programs and services of the County Community Development Department which includes the divisions of Building, Planning, Cannabis, Natural Resources, and Environmental Health. Responsible for fiscal management, personnel management, program planning, program evaluation, public relations and to represent Department activities, programs and services with community organizations and other government agencies. Serves as Planning Director and accomplishes other work as required.
This is a department head classification for the position which has overall management responsibility for Building, Planning, Cannabis, Natural Resources, Environmental Health and Code Enforcement functions.
Reports To: County Administrative Officer
Classifications Supervised: Deputy Director of Community Development, Chief Building Inspector, Planning Division Director, Cannabis Division Director, Natural Resources Division Director, Environmental Health Division Director, Code Enforcement and other assigned staff.
Plans, organizes, directs and manages the building, planning, commercial cannabis, natural resources, environmental health, code enforcement and economic development functions and activities of the County; plans, organizes, directs and coordinates fiscal and budgetary programs, general business activities and services; maintains and recommends changes as required in policies and procedures; serves as the County Planning Director; makes formal presentations to the Board of Supervisors and a variety of interested parties and groups; prepares reports and correspondence as required; assists or leads pertinent special projects at the direction of the County Administrative Officer and ensures that the Board of Supervisors is kept fully informed on the condition of the Planning Commission and about any trends, events, or emerging issues of significance to the Commission's success; monitors and provides updates to the County Administrative Officer and Board of Supervisors concerning department responsibilities to include, but not limited to: water conservation and usage, impact of natural disasters, resilience planning and recovery following a disaster event, oversight and inspections of surface mining activities, timber and forest conservation, and geological interests; develops organization-wide goals, objectives, policies and procedures including development of a revised County General Plan; review and administer zoning and subdivision ordinances; proficiency in preparing mapping, including zoning maps and plans using GIS software; serves as professional advisor to the Board of Supervisors, Planning Commission and other commissions and committees, as assigned by the County Administrative Officer; recommends to the Planning Commission planning and zoning regulations and subsequent revisions thereto; recommends action on requests for variances, conditional use permits, zone changes and other special requests; meets and confers with groups and organizations concerning planning and development services; administers California Environmental Quality Act (C.E.Q.A.) and other environmental regulations and establishes procedures for the administration thereof. Collaborates with other Department Heads to further the overall needs of the county and foster positive community relations.

Desirable Qualifications: Knowledge of the principles and practices of building, planning, commercial cannabis, local natural resources, zoning and environmental health; knowledge of regulations and laws affecting building, planning, commercial cannabis, natural resources, development and zoning, and environmental health; knowledge of the principles of leadership within a government agency; familiar with principles of economics, statistics and land use; knowledge of regulations and procedures regarding environmental issues; the principles of Geographic Information Systems (GIS) Software and the potential applications for it within the Department; knowledge of planning trends and methods, particularly in a rural setting; knowledge of relevant provisions of The California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA); principles and practices of environmental quality control, public health and safety; environmental quality control provisions of State and local laws and regulations; principles of personnel and business management including organization, budgeting, training, administrative analysis and public relations; office methods, equipment and supplies; and modern principles of supervision and training; purposes and procedures of public agencies, boards, and associated governing bodies; research methods and statistical analysis; graphic illustration and presentation; principles of project planning, development, coordination, and direction; principles of public administration, management, staff supervision, employee training, and work evaluation. Ability to manage complex projects and conduct research and analysis on topics related to the department; understand the implementation requirements of the California Subdivision Map Act; plan, organize, direct and coordinate administrative activities pertaining to building, planning, commercial cannabis, natural resources, and environmental health; enforcement of laws, rules and regulations relating to building, planning, commercial cannabis, natural resources, and environmental health; formulate and interpret policies and procedures; assemble and analyze data and prepare accurate reports; prepare, present and monitor budgets; analyze situations, draw sound conclusions and take or recommend appropriate action; supervise, train and evaluate staff; read and interpret laws, ordinances, general plan elements, environmental impact statements, maps and other documents related to community planning and land use; make effective oral and written presentations; and establish and maintain cooperative working relationships with those contacted in the course of work. Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Bachelor's degree from an accredited college or university with major course work in a field, or closely related field, of Community Development Department responsibility. A Master's degree in a field, or closely related field, of Community Development Department responsibility is desired; and Five (5) or more years of relevant work experience demonstrating progressive responsibility, including at least three (3) years of experience in Community Development Department areas of responsibility; and Experience working with a planning commission, County departments, boards, committees and other state or federal agencies and have proven ability to present to boards, committees and community groups is desired. Possession of one or more of the following credentials and experience is preferred, but not required:
