E-Cycle/Product Steward Specialist

The Department of Ecology is hiring an E-Cycle/Product Steward Specialist (Environmental Specialist 3) within the Solid Waste Management (SWM) program. Location: Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

Schedule: This position is eligible for telework and flexible schedule options. You may telework most of your work time with occasional in-person meetings and other activities to include field work. Schedules are dependent upon position needs and are subject to change.

In this role, you will be part of a dynamic team implementing the E-Cycle program and other Product Stewardship programs in Washington. The laws set requirements for producers of some products, such as electronics, to fund and safely recycle, reuse, or dispose of those products. Your work to help implement these laws gives consumers an environmentally safe alternative to landfill disposal. Work includes maintaining and managing producer data, conducting in-person outreach and facility inspections, and providing technical assistance to businesses that must comply with the laws. Professional development opportunities include attending trainings to increase your knowledge and skills associated with engagement and other aspects of law and rule implementation.

What you will do:

  • Administer annual registration for E-Cycle producers.
  • Evaluate producer registrations and reporting, for accuracy and conduct site visits to assess compliance.
  • Research in-state sales market share data.
  • Coordinate with SWM IT team to maintain and update producer databases.
  • Develop communication strategies and conduct outreach.
  • Track annual fee invoices.
  • Provide regulatory technical assistance to manufactures, collectors, and transporters of products covered by E-Cycle and other product stewardship laws.
  • Develop educational content for newsletters and website to help producers meet product stewardship law requirements.

Six (6) years of experience and/or education as described below Experience performing environmental-based work, OR work related to the duties of the position, that include all of the following:

  • Demonstrated experience with data collection and management for accuracy.
  • Experience conducting verbal and written customer outreach.

Experience must include demonstrated competence in the following skill sets:

  • Data Collection and Analysis – Proven ability to gather, review, and analyze data to support program decisions, track performance, and meet reporting and evaluation needs.
  • Technical Assistance and Customer Support – Proven ability to explain requirements, answer questions, and provide practical assistance to regulated entities, partners, and the public to help them understand and meet program obligations.
  • Web site and SharePoint Management – Proven ability to maintain clear, accurate, and accessible information on websites and SharePoint so interested parties and staff have current and reliable program information.

Education involving a major study in environmental, physical, or one of the natural sciences; environmental or natural science interdisciplinary studies; environmental planning, geography, social dynamics of energy behavior, computer science, data analytics or an academic discipline related to the duties of the position.

Examples of how to qualify:

  • 6 years of experience.
  • 5 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 4 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate's degree).
  • 3 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 2 years of experience AND a Bachelor's degree.
  • a Master's degree.

Special Requirements/Conditions of Employment: Must possess and maintain a valid driver's license.

Desired Qualifications: Ability to: compute fee calculations, use sound independent judgment in making decisions on environmental problems and completing assigned tasks, using critical / analytical thinking and problem-solving skills to perform work tasks, reviewing and understanding information to apply it to the work, make oral presentations, understand and communicate complex environmental regulations and statutes. Experience with: Billing and Revenue Tracking System for invoicing and payments, Product Stewardship: Basic understanding of product stewardship/manufacturer responsibility concepts.
