Marketing & Engagement Administrator
Under general administrative direction, the Marketing & Engagement Administrator leads the City of Rowlett's communications, marketing, and community engagement efforts. This position provides strategic leadership and management of staff, programs, and resources to inform, involve, and inspire residents. The Administrator develops and executes creative marketing campaigns, manages media communications, and fosters partnerships with businesses, stakeholders, and community organizations to promote City initiatives and services. This role plays a vital part in advancing the City's brand, enhancing quality of life through meaningful engagement, and ensuring consistent, transparent communication across platforms.
Essential Job Functions:
- Lead the City's community engagement efforts by developing and executing outreach strategies to increase public involvement and build strong community relationships.
- Directs and implements comprehensive communication and marketing campaigns that promote City services, initiatives, and events, ensuring alignment with City priorities and branding.
- Manages the planning, coordination, and execution of community engagement programs, volunteer initiatives, and special events that build public trust and participation.
- Builds and maintains strong working relationships with local businesses, civic organizations, community stakeholders, and regional partners to enhance outreach and collaborative opportunities.
- Oversees multimedia production, including directing, shooting, and editing video content for the City's digital channels, cable channel, and public events.
- Develops and delivers strategic communication plans for City leadership, departments, and elected officials, including press releases, talking points, newsletters, presentations, and speeches.
- Manages departmental budgets, prepares budget recommendations, monitors expenditures, and ensures responsible use of City resources.
- Establishes and enforces departmental policies, procedures, and best practices to improve service quality, operational efficiency, and responsiveness.
- Responds to community inquiries and concerns with professionalism, ensuring timely resolution and fostering trust in City government.
- Monitors communication, engagement, and marketing trends to identify innovative approaches and integrate new strategies into City programs.
Minimum Requirements:
EDUCATION AND EXPERIENCE
- Bachelor's degree from an accredited college or university in Marketing, Communications, Journalism, Public Administration, Business Administration, or related field.
- Five (5) years of progressively responsible experience in communications, marketing, or public engagement, including three (3) years in a supervisory or management role.
- Equivalent combinations of education and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES
- Strong leadership and management skills with the ability to supervise staff, contractors, and volunteers.
- Expertise in developing and executing integrated marketing campaigns across digital, print, and broadcast platforms.
- Knowledge of community engagement practices, volunteer coordination, and stakeholder relations.
- Proficiency in social media management, digital advertising, website content management systems, and analytics tools.
- Advanced skills in video production, photography, and graphic design software.
- Strong writing, editing, and storytelling skills tailored to diverse audiences.
- Ability to manage multiple high-profile projects under deadlines and changing priorities.
- Strong interpersonal skills with the ability to build partnerships, influence stakeholders, and foster collaboration across departments and the community.
Other Requirements:
Valid driver's license with a good driving record in accordance with City standards. Must report traffic citations to the departmental Director or designee within two working days of receipt. Work is primarily performed in a climate-controlled office environment with periodic fieldwork at events, video shoots, and community locations. Requires the ability to lift and carry video/media equipment (up to 50 pounds) and work flexible hours, including evenings and weekends, as needed.
