Marketing Manager

Plans and administers a city-wide comprehensive integrated internal and external marketing program designed to ensure communication of city and council priorities, develop and maintain consistent branding for the organization, and promote key services and programs to increase public awareness.

The current vacancy is an at-will position assigned to the City Manager's Office. The applications screened for this position will be considered for the current vacancy in the City Manager's Office only. Those successful in the application screening process will be referred to the City Manager's Office for consideration.

Representative Duties

Plans and administers the implementation of a comprehensive marketing and communications program designed to communicate organizational services and programs and promote the City of Santa Monica brand.

Creates, reviews, and implements targeted community outreach materials, social media graphics and videos, and publicity for City programs and initiatives, and manages website content for the City Manager's Office.

Works collaboratively with the other members of the Communications and Public Information team to provide strategic and tactical efforts in marketing, communications, graphic design, video, social media and public relations.

Advertises, markets, and promotes department initiatives and programs.

Works interdepartmentally to ensure high standards for marketing and branding are met across the organization.

May train, supervise, and evaluate employees. May provide instruction and review and approve work.

Analyzes current processes and policies, develops recommendations for improvements, and works with internal and external stakeholders to implement recommended changes.

Manages the development of collateral material in support of marketing strategies including publications, electronic communications, and multimedia presentations.

Collects and analyzes metrics to develop written reports pertaining to internal and external city engagement.

Establishes measures to track the progress and success of marketing and strategic community partnerships and evaluates effectiveness of all marketing and communications initiatives.

Consults with and makes oral reports and presentations on a variety of City-related issues to the City Manager, management, City Council, City boards and commissions, and a variety of external groups such as local and regional non-profits, private sector business groups, and community organizations to keep them informed of City services and programs.

Supports and facilitates the development of various department's community support programs including expanding strategic partnerships with public and private organizations to garner program support and cooperation to maximize program visibility and community reach.

Manages and supervises graphic arts initiatives and establishes the quality, content, and design of informational and promotional materials for public distribution. Fields and coordinates completion of requests from citywide communications collaboration group for design and manages citywide brand standards. Oversees the Canva Enterprise team for all city design services.

Takes creative lead and oversees the production of print, web, and other marketing materials, including Seascape magazine.

Maintains brand standards and quality control of internal and external communications.

Creates opportunities with external partners including vendors and consultants in branding, marketing, public relations public affairs, and public-private partnerships. Works collaboratively with partner agencies, including BIDs and Santa Monica Travel and Tourism to coordinate marketing and branding efforts.

May solicit bids, evaluate proposals, select and provide direction to advertising agencies, printers, designers and other consultants.

Performs other duties, as assigned.

Requirements

Knowledge of:

Identify issues and problems, and recommend appropriate action

Establish and maintain a positive working relationship with City staff, elected and appointed officials, businesses, and community members

Work with persons from diverse social, cultural, and economic backgrounds as well as a variety of work styles, personalities, and approaches

Provide effective customer service

Negotiate and coordinate contract services

Leverage internal and external resources to create new revenue streams and advance City priorities and objectives

Skill in:

Developing and implementing marketing, branding, and communications plans

Utilizing judgment and creative problem-solving skills, including negotiation and conflict resolution skills

Building relationships with community stakeholders including residents, for profit businesses, non-profit agencies, community organizations

Minimum Qualifications:

Education: Graduation from an accredited college or university with a bachelor's degree.

Experience: Four years of recent, paid and progressively responsible experience developing, administering, and evaluating comprehensive marketing programs. Public sector experience is desirable.

License & Certificates: Possession of a valid Class C driver license or the ability to or the ability to utilize an alternate method of transportation when needed to carry out job-related essential functions.
