This position will create, maintain, and assess high quality statewide learning and development and facilitation best practices related to instructional design as well as supporting positive vendor relations.

Responsibilities include designing, delivering, implementing, and evaluating course curriculum. The position is responsible for building training content in modern platforms that support individual learning development virtually and in-person.

A summary of the duties and responsibilities will include, but are not limited to, the following:

Instructional Design, Development, and Delivery:
  • Use best practices and principles of instructional design, to design and develop effective training that meets the needs of end users.
  • Working with subject matter experts and agency contacts to identify the target audience's needs as they relate to the payroll modernization project, position develops training including designing course content within the goals and objectives as established by higher management.
  • Support the identification and assessment of training needs by data analysis, application of known and established theory, principles, conceptual models, professional standards, precedents, and on-going ability to provide end user support.
  • Design and create training to support the payroll modernization training initiatives.
  • This position creates content and supports the facilitation and delivery of structured learning experiences, such as online courses, webinars, how-to videos, job aids, and website content through the use of training software and high quality training visuals and graphics.
  • Training is expected to be relevant, cost-efficient, and re-usable when applicable.
  • Position provides recommendations and supports development of training strategy to identify training strategies for new employees, new system features, and other potential changes to business processes.
  • Position assesses and evaluates existing and vendor-provided training assets to identify needs for changes to re-align with system changes and business process change, and to evaluate the effectiveness of the training method of delivery, end user retention, and end user utilization of the training.
  • Position works with Learning Management System Administrator for payroll courses and training content to post courses to the LMS and trouble-shoots course registration and reporting issues.
Help Desk Support:
  • Serve as a first level help desk analyst on the COMPAS support team to cover areas such as HR, payroll, labor allocation, commuter, and time and leave.
  • Position is the first point of contact for payroll system users who are experiencing system problems. Helps distinguish between user support or training issues and system bugs to provide quick close resolution of basic problems.
  • Create and route tickets to appropriate system experts.
  • Collaborate with management of widespread or business critical service issues when they occur, and assist with follow up with all parties in those instances.
  • Help assess root causes of user inquiries and develop training and job aides as appropriate to reduce or prevent tickets.
Documentation:
  • Provide input to knowledge base or process/procedural documents related to user support processes or other team documents. End user support duties require a combination of technical and interpersonal attributes
  • Collaborate with other training professionals across CORE and Central Payroll Unit groups to deliver a seamless and supportive training experience.

Minimum Qualifications:

Experience Only: At least six (6) years of relevant experience in developing and delivering adult learning training or an occupation related to the work assigned to this position

OR

Education and Experience: A combination of related education and/or relevant experience in an occupation developing and delivering adult learning training as related to the work assigned equal to at least six (6) years

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State Service related to the work assigned to the position
  • Exceptional communications skills which include the ability to adapt verbal communication style to various situations and all levels within the organization as well as writing skills that produce documents which are formal, comprehensive, persuasive and understandable
  • Fluency in Microsoft Office Suite (Access, Excel, Word, and Outlook), and Google (Calendar, Documents, Sheets, Drive, etc.), as well as the ability to quickly learn and apply other software skills
  • Customer service skills
  • Experience planning, coordinating, creating and distributing communications to a variety of audiences
  • Experience with Articulate software to support and deliver training material
