Position: Applications Programmers (Salesforce Marketing Cloud) Location: 750 East Pratt Street, 6th Floor, Baltimore, MD 21202 Duration: Base period (initial contract) The contract is expected to run from May 4, 2026 to June 30, 2026. This is the starting phase —a short initial period. Option to extend (renewals) The client has the unilateral option, meaning: They can extend it for two additional one-year periods: 1st option year: July 1, 2026 → June 30, 2027 2nd option year: July 1, 2027 → June 30, 2028
The Maryland Health Benefit Exchange (MHBE), an independent unit of state government, provides accessible, affordable health coverage to Marylanders. MHBE administers Maryland Health Connection (MHC), the state's health insurance marketplace. Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost-sharing reductions (CSR), and public assistance programs such as Medicaid and the Maryland Children's Health Insurance Program (MCHP). Applications Programmers (Salesforce Marketing Cloud) to provide technical services in developing, customizing, configuring, and supporting Salesforce Marketing Cloud. Configure and support Salesforce Marketing Cloud, including Email Studio, Journey Builder, Automation Studio, Content Builder, and Mobile Connect (SMS) Assist with SMS enablement, including short code acquisition support, keyword configuration, opt-in/opt-out management, and compliance alignment Develop automated journeys, triggered sends, and scheduled communications across email and SMS Build and maintain data extensions, SQL queries, and audience segmentation Implement dynamic and personalized content using AMP script Support integrations between Marketing Cloud and State of Maryland systems Troubleshoot campaign, SMS, data, and automation issues Follow State of Maryland governance, security, privacy, and approval processes Produce basic technical documentation and support knowledge transfer Adhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.
Minimum Qualifications A minimum of three (3) years of experience in Salesforce Marketing Cloud development. Hands-on experience with AMP script and SQL in Marketing Cloud. Experience implementing or supporting SMS messaging, including consent management. Familiarity with regulated or public-sector environments (PIl, compliance, security). Ability to work effectively in a staff augmentation role under state direction. Experience with Mobile Connect, SMS compliance, and short code provisioning processes. Experience supporting government agencies or health organizations. Knowledge of accessibility standards (e.g., WAG / Section 50g). Experience integrating Marketing Cloud with Salesforce.
Note: The candidate must be flexible to work overtime as needed, including weekends, holidays, and off-hours.
Preferred Qualifications The additional Experience/Knowledge/Skills listed below are preferred by MHBE. A minimum of five (5) years of Salesforce experience in Marketing Cloud development. Salesforce Marketing Cloud Developer or Consultant certification. Experience with Mobile Connect, SMS compliance, and short code provisioning processes. Experience supporting government agencies or health organizations. Knowledge of accessibility standards, e.g., WCAG / Section 508. Experience in integrating Marketing Cloud with Salesforce CRM. Salesforce Marketing Cloud Developer or Consultant certification.
