Technology Analyst 1 Product Management

The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Assistant Director of Information Technology Technical Services 1, M-4, within the Office of Information Technology Services, the Technology Analyst 1 Product Management, SG-23, will be responsible for maximizing product value by managing the technical aspects of the assigned product(s) by ensuring alignment between business goals and technical requirements.

Specific duties will include, but are not limited to the following:

  • Define and communicate the product vision and roadmap, ensuring alignment with business objectives and customer needs.
  • Create, prioritize, and manage the product backlog, ensuring that it reflects the most valuable features and technical requirements.
  • Act as a liaison between technical teams and business stakeholders, facilitating communication and understanding of technical constraints and opportunities.
  • Write clear and actionable user stories that guide the vendor and/or development team, ensuring they understand the requirements and acceptance criteria.
  • Provide technical expertise and support to the vendor/technical support team
  • Work with development team and vendor to resolve technical challenges and make informed decisions about system architecture and design.
  • Work with the Information Security Office, Legal, and Enterprise Agreement Procurement teams to ensure the product meets and continues to meet NYS standards.
  • Engage with stakeholders to gather feedback, validate product features, and ensure that the product meets user expectations and business goals.
  • Monitor product performance and user feedback, using insights to inform future development and enhancements.
  • Ability to plan, coordinate, and lead meetings effectively.
  • Perform the full range of Supervisory duties

Minimum Qualifications:

Five (5) years of information technology experience, one (1) year of which must be within the discipline of product management.

SUBSTITUTIONS:

• Associate's degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience.

• Candidates in a bachelor's degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.

• Bachelor's degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience.

• Bachelor's degree in any field substitutes for two (2) years of general information technology experience.

• Master's degree or higher in computer science or related field substitutes for one year of general information technology experience.

Preferred qualifications:

• Preference for candidates holding relevant technology analyst certification, including but not limited to:

  • Certified Business Analysis Professional (CBAP)
  • Project Management Professional (PMP)
  • Familiarity with data analysis tools like SQL, Excel, or other BI tools.
  • Strong analytical and other skills like data analytics, business process modeling, data mining, and database management to gather, organize, and interpret complex data and translate it into actionable strategies.
  • Excellent communication skills to effectively convey insights from data analysis to non-technical team members and stakeholders.
  • Project management skills to oversee projects from conception to implementation, ensuring all objectives are met on time and within budget.
  • Customer service skills to understand the needs and behaviors of customers, aiming to improve their experience and satisfaction.
  • Technical writing skills to document processes, requirements, and system changes clearly and accurately.
  • Ability to work collaboratively with teams across the organization such as sales, marketing, and IT.
  • Understanding of business processes and strategies to align product/system capabilities with organizational goals.

Please note:

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.

• Appointment to this position is not final until all agency approvals have been granted.

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
