Technology Analyst 1 – Product Management
Under the direction of the Information Technology Specialist 4 within Dedicated Support, Department of Transportation (DOT), the Technology Analyst 1 – Product Management (TA 1-PM) will play a pivotal role within the Enterprise Architecture team, working closely with the Strategy team to understand customer needs to identify, evaluate, and recommend technology solutions that effectively address specific DOT business needs. The TA 1-PM will work closely with DOT and ITS stakeholders across various teams to understand business and technical requirements, analyze potential solutions, and ensure the selected product aligns with DOT's overall strategic goals and ITS' technical architecture and policies. This position will play a critical role in driving revenue growth by enabling the ITS Dedicated team to win new business and expand existing DOT relationships.
Duties include, but are not limited to, the following:
- Customer Engagement
- Collaborate with DOT and ITS to understand their business challenges and technical requirements.
- Conduct needs assessments and gather detailed information about DOT's business operations.
- Analyze existing business and technical processes and identify areas for improvement through technology solutions.
- Research and Development
- Research and evaluate potential technology solutions, including software, hardware, and cloud-based services.
- Conduct market research and competitive analysis to identify leading products and emerging technologies.
- Engage in proof-of-concept (POC) projects to test and validate potential solutions.
- Assess and document the technical feasibility, scalability, and security of proposed solutions.
- Collaborate with Solution Architects and Product Owners to ensure solutions are technically feasible and aligned with product roadmaps.
- Product Demonstrations and Presentations
- Deliver compelling product demonstrations and presentations to showcase the value of the company's solutions.
- Effectively communicate technical concepts to both technical and non-technical audiences.
- Answer technical questions and address concerns from prospective clients.
- Recommendation and Justification
- Prepare comprehensive reports and presentations summarizing findings and recommendations.
- Develop proposals that clearly articulate the benefits, costs, and risks associated with each solution.
- Present recommendations to DOT and ITS stakeholders and decision-makers, effectively communicating the rationale behind the proposed solution.
- Competitive Analysis
- Stay up-to-date on industry trends and emerging technologies.
- Contribute to the development of best practices and standards for technology evaluation and selection.
- Participate in cross-functional teams and projects as needed.
- Research and analyze competitor products and solutions.
- Identify key differentiators and develop strategies to position our solutions effectively.
- Documentation and Knowledge Sharing
- Create and maintain technical documentation, including solution architectures, design specifications, and best practices.
- Share knowledge and expertise with the sales team and other internal stakeholders.
Minimum Qualifications
Non-competitive: Five (5) years of information technology experience, one (1) year of which must be within the appropriate specialty.
EDUCATION/EXPERIENCE SUBSTITUTIONS
Substitutions: Associate's degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience. Candidates in a bachelor's degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience. Bachelor's degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience. Any bachelor's degree substitutes for two years of general information technology experience. Master's degree or higher in computer science or related field substitutes for one year of general information technology experience.
Specialty includes experience within one or more of the following information technology disciplines: artificial intelligence, cloud solutions, human centered design, product management, quality assurance, rapid application development, robotic product management, and geospatial information services.
Technical Skills
- Strong understanding of Cloud Computing (AWS, Azure, GCP), Cybersecurity, Data Analytics, Networking, and Software Development
- Experience with solution architecture methodologies and frameworks.
- Proficiency in creating technical diagrams and documentation.
- Knowledge of relevant industry standards and best practices.
- Understanding of IT infrastructure, operating systems, databases, and networking concepts.
Soft Skills
- Excellent communication and presentation skills (written and verbal).

- Ability to understand and translate business requirements into technical solutions.
