Analytics and Student Pathways Web Designer/Developer

The State Council of Higher Education for Virginia (SCHEV) is the coordinating body for the nation's preeminent system of postsecondary education. SCHEV is responsible for developing and promoting an educationally and economically sound, vigorous, progressive and coordinated system of higher education; facilitating collaboration among postsecondary institutions that enhances academic quality and operational efficiency; developing and submitting recommendations to the executive and legislative branches on budgetary and policy matters; and providing advisory and/or regulatory guidance to the institutions. In 2014, SCHEV developed The Virginia Plan for Higher Education, a statewide strategic plan. Updated and approved in January 2021, Pathways to Opportunity: The Virginia Plan for Higher Education is designed to identify trends that the Commonwealth must address if it is to continue to prosper and succeed. The plan provides a roadmap for Virginia to be the "Best State for Education" by 2030. In order to do so, it will fulfill its mission of advancing equitable, affordable and transformative higher education. While SCHEV is responsible for management of The Pathways plan, execution relies on collaboration among institutions, K-12, general assembly members and staff, Governor's staff, and other key stakeholders. Ongoing communications, including progress on the measures and targets, as well as initiatives are critical to meeting the needs of the Commonwealth and its citizens. The Position

SCHEV seeks an individual with exceptional design skills, project management skills, and web development. The ideal candidate will have experience in tools such as React.JS, Microsoft Transact SQL (T-SQL), Logi Analytics Studio, and a design studio package of their choice. The Analytics Designer/Web Developer will report to the Director of Policy Analytics and work collaboratively with staff in the Policy Analytics section and other units of SCHEV, institutions of higher education, and partners from other agencies involved in the Pathways to Adventure project. Pathways to Adventure represents a mobile platform, with a desktop-friendly interface, intended to change the relationships between students, schools, postsecondary schools and colleges, and employers. It has an aggressive design, build, and release schedule.

Responsibilities

  • Assist in managing relationships with existing vendors
  • Create/modify style guide of accessible standards to be used across the platform consistent with the technology used
  • Designing/prototyping web sites and applications
  • Conducting user interviews and usability testing
  • Work with development teams to ensure consistency of implementation
  • Develop new content pages, fix broken pages as needed
  • Test pages and triangulate data with existing published content
  • Work with content providers to ensure consistent use of the content management system

Minimum Qualifications

  • Experience demonstrating Product Management Expertise
  • Experience demonstrating competency in Web Accessibility for All
  • Extensive experience and knowledge of graphic and digital arts
  • Experience demonstrating competency in Adobe tools, particularly Photoshop and Illustrator
  • Experience demonstrating competencies in Logi Info/LogiAnalytics
  • Experience demonstrating extensive technical skills with HTML5 and CSS underlying all, supported by Javascript
  • Strong interpersonal skills, including written and oral communication and working with a diverse group of colleagues without friction
  • Experience demonstrating the ability to independently plan and prioritize competing tasks, work in a fast-paced deadline driven environment

Additional Considerations

  • Relevant certifications to the above, particularly Product Management Expertise
  • Familiarity with Virginia higher education
