E-Learning Instructional Designer

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth. DJJ is currently seeking an E-Learning Instructional Designer. This role will create engaging and effective e-learning experiences for DJJ employees. They will combine instructional design, technology, and multimedia expertise to develop course, modules, curricula, and other learning materials. The position must collaborate with subject matter experts, perform needs assessments, utilize the Commonwealth of Virginia Learning Center (COVLC), create multimedia elements, and develop training assessments. This position is critical in the department's ability to hire, develop, and retain a highly proficient workforce. Job responsibilities include, but are not limited to:

  • Must read and interpret laws, regulations, procedures, directives, and instructions; apply screening and assessment tools; ability to handle conflict in a professional and emotionally balanced manner.
  • Required to be physically present (whether at the Training Center, in the classroom, or offsite training or service delivery location) to deliver training, evaluate performance, monitor implementation, assess results, and/or provide consultation or other services.
  • May perform some administrative work remotely.
  • Requires participation in collaborative/multidisciplinary staff meetings which are often in person at various locations throughout the Commonwealth.

Minimum Qualifications:

  • Advanced level of technological ability, with an emphasis on curriculum design and presentation software.
  • Demonstrated ability developing online/web-based presentations and skilled in use of e-learning development software, such as Articulāte, Captivate, or related.
  • Demonstrated skills in the application of learning techniques in developing and delivering training material for an adult audience, utilizing a variety of training interventions, as well as curriculum design and development.
  • Considerable knowledge and ability in the use of technology software and hardware, with an emphasis on multimedia equipment and software.
  • Demonstrated ability to organize and schedule own work and manage the day-to-day needs of assigned programs, as well as provide support in the activities of others and technology support to the Training Unit and VPSTC.
  • Ability to travel throughout the state; adhere to state travel reimbursement guidelines; and adjust to the changing needs of the organization.
  • Ability to provide exceptional customer service.

Additional Considerations:

  • Knowledge and competence in the administration of a learning management system is required; experience with the Commonwealth of Virginia Learning Center is preferred.
